The "Pall Mall Gazette," speaking cf.-. the effect of the speech in London, says that city opinion is almost unanimous that Lord Rosebery has smashed the Budget, and the speech is bound to have a tremendous, effect in' Scotland also. - -w •"' ■ '-.-..
