While adhering not to interfere with the Persians or the internal affairs, Russia has sent a regiment cf Cos:acks a. battalion ef infantry, and a battery ol artillery to Kasvin to be in readiness to protect Europeans and Tehcrans in the event of the continued advance of the, BakhtirLs and others precipitating disturbances ai:d endangering the safety of foreigners.
