Received November 19, 4.30 p.m

LONDON, November 18

The concessions to the peasantry involve the sacrifice of an annual revenue of seven million sterling. The total remission is over 120 millions. This will only cover land purchased through "tlhe peasants' 'bank. The other demands, involving tlhe repurchase oi private estates for division among the peasantry, has been left to tihe representatives to decide. It is not likely that anything will satisfy the peasants except free allottments.
