Mr. Carruthers states that as the result of communications between New South Wales, Victoria, South Australia ■and Western Australia, these States have agreed to make joint representations to the Federal Government with regard to the settlement of the financial arrangement between the Commonwealth and the States. It is now proposed to ask the Commonwealth to amend tho Constitution by providing for the return of a fixed sum to the States after the expiry of the Braddon clause, and for the extension .of the book-keeping period <4ft ten years. Tasmania has agreed to the first proposal, and Queensland wants the Braddon clause continued with the book-keeping.

MELBOURNE, September 16. Mr. Deakin may introduce an Immigration Restriction Amendment Bill thij session. Tho direction of the amendment is not yet announced.
