Received September 4, 8.26 a.m. ST. PETERSBURG, September 3. M. Bekmann, the new Governor of the Courland district, has issued fifteen drastic ordinances. A meeting of any description is declared an offence, and ho forbids the wearing or selling of weapons as illegal. Hunting for sport is prohibited, and the police are empowered to shoot.all bicyclists not stopping the instant they are signalled.
