Lord! Rosebery, speaking at Asher, demied the possibility of appealing to the constituencies! on the Horn© Rules question at the next general dl'ection. Nobody was able to alter th© issues of that election. If Ireland's cause must, as Mr. Redmond thought, be identified1 and; deal with government, aill hie would say was, "God help Ireland," because there would be n>o response from the predominating partner1. An independent Parliament in Dublin was1 an impossibility. Emphasising the heavy task awaiting a Libeiral Government to secure efficiency, he believed this country ' would adhere ultimately to his suggestion. Lord Kitchenar, th© great practical administrative general, ought to be summoned to reform the War Office. The country had tried philosophers enough, and was weia.ry of amateur civilians. The Liberal Government'sl first duty was colonial imattiers, and to appoint a commission of judicial and fair-minded men to institute* an independent inquiry into the state of things in South Africa, and, secondly, to frankly inform the -Colonial Conference that the Government had no mandate to deal witih the taxation of food or raw material.
