Received September 3, 10.27 p.m. BERLIN, September 3. The Emperor and Empress made a State entry <$nto Posen. The reception was courteous, but there was no enthusiasm. The vast display of troops made the surrounding country practically an armed camp. The visit is regarded as a demonstration in support, of the Kaiser's determination ( to Germanise the Polish provinces. The Kaiser, in the course of a conciliatory speech,- ordered the removal of fortifications in order to facilitate the enlargement of the .city.
