DISGRACEFUL STATE OF AFFAIRS.

A transport officer stated tha.tt the 'tween and lower decks were filthy. Sometimes the scuppiers were blocked with filth. He knew o"f no defect in the ship herself that would have contributed to sickness. Medical oiucer Shields saiiid that, the men used the scupperlsi instead.of the latrines at night,, and created a very dangerous con-dition-of things. At oiiie time 500 beds could have been, filled withi p&tients1. The medicines were mostly useless, being tonics and such like. These ran short before threequarters of the way to Albany. There was ail active spirit of insubordination and such .a filthy et.tite of the ship could not be prevented because .of the lack of discipline. Intoxicants could bo obtained too freely. There! was illicit, selling aboard. The officers tried to put it down, but it flourished throughout' the voyage.
