The Premier makes an import' ant speech to-morrow night. Fully 2C nominees would be required to give the Government a working majority, but such a number is tantamount to swamping the Council and against ttte dictum laid down by the Secretary of State in the N.Z. case. The German Govcrnn.ent has sent experts to the various agricultural countries of the world to study thu methods of agriculture. Dr. Hucho, Professor of Philosophy of the University of Leipsic, has arrived, and remains several yeaiv, to investigate the condition of the colonies.
