BOROUGH COUNCIL.

* The ordinary fortnightly meeting of the Borough Council was held last night. Present— The Mayor (Mr H. Nathan), and Councillors Laird, Jackson, Batrick, Manson, Parsons,. Cummins, Carson, Hong, and Spurdle. Minutes.— The minutes of the pre- • vious meeting were read and confirmed. Finance.— The Mayor * reported that the Water Supply Account was in crei.'it .£1386 lls 9d j Interest Account, .£930 7s Id ; Deposit Account, .£SO. Against, the General Account there was a debit balance ot .£76 14s 9d ; leaving a credit balance of .£2223 4s 7don all accounts.— Cr Parsons suggested that as the finances wore in such a g)od position, .£6OO from the 'Water Supply Account should be placed in deposit in the Bank.— lt was finally resolved that the matter be held in abeyance for areportfrom the Finance Committee. Victoria Pack.— The Town Clerk reported that an arrangement had been made with the Freezing Company to grazo sheep in the park on payment of .£5 a year ; agreed to. TRANSFERS.--rransfers from James Bain to J. Coupe, and from John Hogg to P, D. Hogg were agreed to. Borough Banking.— A circular was received from the Ashburton Borough Council suggesting that Borough Councils should be empowered to receive deposits • laid on the table. Guarantee Bond.— Cr Parsons moved that the fee for the Town Clerk's guarantee (.£5), be paid by the Council. — Cr Jackson seconded the motion.— Cr Carson opposed it, on the ground that the Council should not become responsible for the clerk's honesty j he should pay the guarantee himself. If his salary was insufficient, then that question should be considered on its merits.— Crs Parsons and Hopg thought it was customary to . pay the guarantee fees in other boroughs. — Lr Hatnck said it was understood, when the arrangement was entered into with the Town Clerk, that ho should pay his u wn fee.— On being put to the vote there were three for and sixagainst, and the mstion was therefore lost. Audit.— Circular read from the Audit Office, pointing out that members of Borough Councils should exercise constant vigilance to prevent deficienees in accounts, as, being acquainted with the district, they can readily ascertain • " whether moneys that are due are paid or nofc.-Oa the motion, of C* Hatrick, -^j

seconded by Cr Laird, it was resolved that the letter be allowed to lie on the table. Campbell-stbeet. — Application from residents in this street, between Dublin and Plymouth Streets, to have it attended to ; referred to the Foreman of Works. Leaseholds.— The Reserves Committee made the following recommendations, ■which were adopted :— Denby's Lease — In consideration of the improvements made by Mr Denby, we recommend that a further term of twelve months be granted to him at the same rfcnt as now paid (i£36 10s), and that he insures the buildings in the name of the Council. T. Perm and Meat Preserving Company— That the sections be offered to public tender for a term of ten years, from Ist September, 1891. J.Smiley'sleasa— That the section be offered to public tender for term of 31 years, from Ist September, "^lß9l. Football Ground. — Mr G. BuUock applied, on behalf of the Rugby Union, for- permission to erect a picket fence on the Recreation Reserve to keep off spectators; agreed to during the pleasure of the Council, subject to their not interfering with the Steeplechase course. Cab Fares. — Cr Spurdle asktd for an extension of time to enable the Committee on cab fares to bring up their report; agreed to. Cook's Gabdehs. — Application from E. Atkins for permission to remove sand from near the Guyton-street entrance-to Cook's Gardens; referred to Reserves Committee, with power to act. Victoria Avenue. — Application from Wanganui School Committee to have a crossing made opposite the Boys' School j granted. Borough Leasehold. — An application from T. H. Davis, for a reduction of rent and renewal of term of his leasehold on St. John's Hill, was referred to the Leasehold Committee. Municipal Conference. — Letter from the Wellington Town Clark, forwarding copies of the printed report of the proceedings of the Municipal Conference. Reserves. — A. sum of .£2O was granted to the Domain Board for expenditure on the reserves. , Soldiers' Monument. — It was decided to take the opinion of the Borough Solicitors on the point as to whether the Council could legally grant a sum to supplement the amount collected by the Soldiers' Monument Committee for erecting a memorial tablet in Queen's Gardens. The Council then adjourned.
