VICTORIAN PARLIAMENT.
THE PREMIER'S ADDRESS; (reuter's telegrams. ) (Received February 22, 1.20 p.m.) Melbourne, Ferbuary 20. The Premier, the Hon. Duncan Gillies, has issued his eleetorl address 3Le announces that the jGovwnment of which he is at the head are determined to maintain the principles of the Education Act now in force in the colony, and will oppose aoy attempt to alter the Oivil Service and Railway Manage ment Acts. The question of irrigation was one of great importance to the community, and it was proposed to advance Water Trusts sums necessary for carrying out works of that liature, oharging iuterest for capital advanced, but Government would waive payment of interest in. cases of necessity. It was not intended to introduce any change in tue settled fiscal policy ot Viotoria. Endeavours would be made to conclude a treaty wiHt the various Australasian Colonies, with the view of ensuring an interchange of their products to mutual advantage. Effortß would also be made to extend and complete the federation of the colonies. Government intended to amend the Electoral and Local Government Acts, and would recommend a large increase in the prospecting vote. Mr Gillies states, in conclusion, that he is pie ised to be a vie to announce that the finances of the colony are in a thoroughly suund condition, ani there will be go necessity for the imposition of fresh taxation of any kind.
