Sec. 4. • EVERF person owning or baying the of any sheep shall, in the month of AU* gust in every year, pay to the Inspector of tho* - District in whiclr such'sheep shall be depastur-'-ing, or other person uutlrorized to receive the * same, the sum of One farthing per head for all ■ sheep over the age of six months so owned by > him or under his charge, in accordance with the return made by him in the preceding month 7 of May.
