The Permanent Commission of Congress met today and decided to summon a' special session of Congress on Thursday, when it is expected that President Camacho will deliver a war message to a joint session. At today’s meeting of the Commission, President Camacho’s preliminary message expressed indignation at the sinking of two Mexican ships, with the loss of 24 lives. He asked for a special session to’ declare war on the Axis, to suspend constitutional guarantees and to grant extraordinary powers to the President.
