A nowly-constitiited Federal Cabinet, consisting ol' 19 Ministers instead of. as al present, 12 full -Ministers and four assistant Ministers, was announced'by the Prime .Minister. The portfolios of the assistant Ministers will be abolished and they will be made Ministers of State, but will receive no increase in salaries. This means that the 12 present full Ministers will continue to draw their Ministerial salaries and each of the seven new Ministers will draw the salaries now paid to assistant Ministers. Mr Menzies said he proposed to appoint three new Ministries for special war activities. They were Aircraft Production, Civil Defences, and Reorganisation of Civil Resources. It is understood that additional details of the Cabinet reorganisation, which Mr Menzies still has to announce, will provide for the division of Cabinet into two sections. One will be a War Cabinet operating under the chairmanship of Mr Menzies himself and the other, comprising the Ministers of all the remaining departments, will be under the charge of Mr Fadden, who will co-ordinate all activities outside those administered by the service departments.
