Grey town Borough Connell

The usual monthly meeting was held on Monday night. Present—His Worship the Mayor, Councillors Varnham, Mazton, Fabian, Cotter, Udy, Trotter, and St George. An apology was received from Ct Cameron. Previous minutes read and confirmed. Correspondence outwards was read. Also correspondence inwards, as follows From Greytown Football Clnb, asking for permission to cart stones from the quarry to form a drain upon the ground. Beqnest acceded to npon motion of the Mayor, seconded by Cr Cotter. From Greytown Amateur Dramatic Clnb, asking for the patronage and support of the Connoillors at their entertainment on Monday evening next. The Mayor said the Clnb was doing their best to produce a first class enter tainment, and would be glad to see them patronised. He moved that their request be acceded to. Carried.

From Mr James Lewis, stated that the plans of his building were destroyed about four years ago and that bis shop when completed would be similar to Mr Hillier's. Letter ordered to lie on the table. Cr Cotter thought the Council had been bard upon Mr Lewis. Other persons’ plans had not been asked for, and a certain balcony bad been erected recently, and he was not aware that the design had been laid before the Council. Cr Msxtou said Cr Cotter doubtless referred to his premises, and stated that the matter was brought before the Council or rather an application had been made to the Council respecting its erection, though it did not come before councillors. Id considering this circular, the Mayor in reply to Mr Fabian, said that application* would have to be made by let Deoenvber if they wanted to borrow money. He had thought over the matter and could not see that they would gain any advantage by borrowing under the Act and paying iuterest. The greatest advantage would be to open up. land to the east of Greytown and *o open op traffic to Gladstone ; this was. however, out aide the borough. He would like to see public works pushed on, but not with borrowed money.

Cr Cotter said Mr Coleman Phillips, as a member of tbe County Council, was doing bis best to get a bridge over tbe river between (ireytown and Matarawa and a road wonld be needed to approach it. It would be better te take advantage of the Act than borrow from the bank. Waibaeapa Jookbt Club.

From Wairarapa Jockey Club, asking for remission of rates.

Cr Cotter said the Club had done good to the township, and he preposed that the Council should accede to the request. The racecourse had caused the erection of one building which alone would bring the Conn, oil in £SO a year. The Club had many heavy expenses and was still laying out money. Cr Fabian thought the Council should encourage the institution, and he would second the motion.

Or Yaruham said be would be willing for this year, but what they did must not be taken for a precedent. The Clerk said two years’ rates were due by the Club. Cr Yarnham would beiu favour of remitting both Tears. Cr Cotter consented to include both in his resolution. The Mayor hoped no precedent would be established. No doubt there were advantages conferred, but if a Woollen Factory started it would be the same, He would sooner that Councillors pay the rate of their pockets and present it to the Club than establish a precedent. Mr Fabian might just a well ask for a remission of his hotel rates on the ground that the value of property had been enhanced in bis neighbourhood. The motion was ultimately carried with two dissentients. It was understood that the Hirer Board rates were not included in the remission. Land Dispute From Crown Lands Department, re Mr Gallagher's claim. The Mayor said it was time this matter was settled. A resolution was passed at last meeting that a deputation go down and wait upon the Land Board. Thinking it best to get a plan of the land, they asked Mr Skeet to prepare one. That gentleman went into the matter and gave a report. It was antagonistic to the Council; he measured the improvements, and thought the fencing value mi worth the money claimed by Mr Gallaghst. Under these circumstances the deputation did not wait upon the Board. Then the Clerk of the Council wrote to the Commissioner of Crown Lands, asking to whom the money wu to be paid. He (the Mayor) would propose that the Commissioner be written to, stating that the £34 would be forwarded to him when the matter was ready for settlement; He did not think the Council should be called upon to decide as to whether Mr Gallagher or Mr Fuller should receive the money. Cr St George seconded the proposition. Or Cotter proposed as an amendment that the Council pay an equal division of the £34 to Messrs Gallagher and Fuller. He wu of opinion that Mr Fuller wu entitled to the same amount as Mr Gallagher. The Mayor— Would both be satisfied with the arrangement ? Cr Cotter—Mr Fuller would. He has done an equal share of the fencing, which cost £45 ; then he has spent £7 in clearing the land. If Mr Fuller got his right he would get two thirds of tbe payment. Cr Yarnham seconded Cr Cotter’s amendment. It would be an act of justice for tbe Council to sen that Mr Fuller got his share. Concerning Mr Sheet’s valuation, he thought it was excessive ; he had probably taken in all the fencing in it, whereas there were two pieces which should not be included.

Cr Udy was in favor of the local bodies—the Council and the Birer Board—paying the money to whom they thought entitled. Cr Mazton suggested the appointment of a committee to decide the matter.

The Mayor said Cr Gallagher would not be satisfied with less than £34. He thought the Council would act wisely if the Commis* sioner was left to settle the matter. Their decision would cause unnecessary ilUfeeling. Cr St George—There would probably be a legal difference. Cr Fabian thought not. The Land Board had said that the money should be paid. There were two claimants both claiming equal amounts. Let a committee be appointed to take evidence and settle the matter in accordance with it.

Gr Udy—Thera will be no legal difference, for there wag no legal right to the property. Or Maxton—Upon what terms did these parties get the land? The Mayor—The claim was jumped, and they have enjoyed it. Those who have not had the use of the land should, be reoom paused. Cr Udy—Let both be paid in proportion to amount expended. The word 11 equal ’’ was left out by consent, and Cr Cotter's amendment was carried Eiveb BoAbd Bates. The Biver Board wrote asking that rates in arrear be sued for. The Mayor thought the rates should be paid, and proposed that the wish of the Board be carried into effect. Cr Trotter seconded. Special Committee. Or Maxton proposed that a committee be appointed to consider the matter of compensatiou to Messrs Gallagher and Fuller, such committee to consist of the Mayor, Crs Udy, Tarnbam and the mover. Cr Fabian seconded the motion, which was carried. West Street Cr St George said the water tables in this street wanted looking to, and a small culvert put in. He moved that the Overseer be instructed to see to it, and that those persons who had obstructed the water tables be called upon to pat in adverts. Or Xrottn Mewded.

Or Maxton aaid the Beoreation Beserve Committee intended holding a concert on the 18th, and he asked the patronage of the Council. Or Udy seconded. Bequest granted. The Fcbzk QrxsnoM. Cr Cotter called the attention of the Conn ■ cil to the fact that a quantity of furze was growing in different parts of the Borough. Notices bad been served, but in some oases no notiee bad been taken of them. Then wen briars growing opposite the Parsonage, and furze on Mr Fabian’s land and other places. The Clerk said a motion was passed at last meeting concerning fane growth, and he was about to issue circulars. Or Trotter called Or Cotter’s attention to a previous utterance of his (Cotter’s), in wbieh he expressed himself to the effect that they had better mend their own ways befon calling upon other people. Or Cotter did not remember eneh a remark. Cr Fabian said twelve months ago the furze on his land was burnt. It did not originate there, but from the seed from gone on the road. He would move that no fane hedges be allowed in the borough. Or Udy—That wonld be an injnetiee. The Mayor—We eannot pass snob a resolution. Powhato Barpoa aim Boas. Cr Fabian moved that tbe Papawai road leading to the bridge be formed and metalled. Or Varnham seconded the motion pro forma. He thought enough money bad been spent at Papawai. Cr Cotter thought the road should be completed, but it might stand over until February. Cr Fabian said if the toad was not made » the bridge wonld be useless. The Council should give them seven chains of road. Upon tbe motion of Cr Cotter the matter was left in the hands of the Works Com* mittee. Ust .Stbbit. Cr Cotter said metal was wanted to fill holes in Udy street. He moved that the Overseer be instructed to see to the repairs. Or St Georgs seconded the motion, which was carried. The Bepcrti of Works Committee, Finaeee Committee and Inspector were read, and the abstract of accounts tor the halt year wen read by the Clerk. The Council then adjourned.
