Since writing the loregoing aitiole we have read the proposed Civil Service Bill. It provides—with a few exceptions—that per* sons entering the Civil Seivice must do so as cadets at £lO a year. Candidates for the Civil Service are t be nominated by members cl the goose—each member taking his turn

at nominating. The candidates are to be subjected to the usual Civil Service educational examination. There is to be a system of increasing or reducing salaries to a trifling extent, according to the cost of living in the places where officers have been placed. We shall refer to this Bill in detail in a future article. At present we certainly do not see how £30,000 or £40,000 a year in the cost of the Civil Service is to be saved by the new measures.
