It is announced that General Sir Peter Lumsden has resigned, owing to bis discontent with the action of England on tho Afghan frontier question. It has transpired that King Christian of Denmark has been invited by Russia to arbitrate between England and that country with regard to tho Penj-deh incident, and ho has signified his willingness to accept the office, provided that the invitation emanates from tho British Government also. Tho Daily News to-day states that the Russian Government have assured England that they have no design on Herat now or in the future,
