NEW SYSTEM IN ; OPERATION
Dealing with rural mails, Mr Massey; in his Budget speech, said: "A new system was established on Ist January, 4922, for dealing with postal deliveries in rural districts. The principal alteration was that requring ,the irura'l box-holders to pay an annual fee of £1 for a delivery in excess of three times weekly, and 10s for a delivery having a frequency of thrice weekly or less. Deliveries are now established only where a reasonable return may be expected for the expenditure involved, and the fixing of the above charges enabled the Department to cancel unost of the contributions formerly paid by settlers. In some cases these 'contributions fell very heavily on a few. The-small charge referred to converted the annual loss of £4700 to a profit of £2BO, and enahled the Department to proceed with establishjng additional deliveries in the far back-hlocks without loss. The boxholders under the old system totalled 6700; the number now is over 10,000."
