COUNTRY RACING.
USE OF PERMITS IN TOWN,
There has been a disposition in recent years to permit country racing clubs to hold their meetings on metropolitan courses. While this may assist the finances of rural clubs it is entirely opposed to the public policy under which the distribution of totalisator permits was made. The Lytteiton Times, in commenting upon the holding of the Cheviot Racing Club's meeting on the Riccarton course, says: " We do not grudge the Cheviot Racing Club prosperity, but we think it very undesirable to allow country clubs to shift their scene of operations into the cities. The Cheviot races were held on Saturday on the Riccarton course, with the result that the amount put through the totalisator was more than six times the turnover last year, and possibly seven or eight times as much as would have been invested this time had the club faced on its own course. In the interests of racing, which has many enemies, it is to be hoped that the authorities wiil discourage these changes of venue, because they defeat the intention of Parliament and the basis upon which the totalisator permits are distributed. Country permits are issued for use in the country, and not in towns."
