The commissaries of the Russian armies on the south-western front have sent a message to the Prime Minister and War Minister pointing out that capital punishment of traitors and deserters is necessary to restore discipline in the armies. The Seventh Army initiated the example of flight, and the Eighth Army, which took Halicz and Kalusz, was forced to retreat owing to its right flank being exposed because the cowards and faint-hearted fled.

THE ROUT. PETROGRAD HUMILIATED. NEWS CAUSES A TERRIBLE SHOCK. (Received This Day, 2 p.m.) LONDON, July 25. The “Daily Telegraph’s’’ Petrograd correspondent telegraphed on Tuesday:— Details of the disgraceful rout of the Eleventh Army impressed Petrograd with unspeakable humiliation and fury. The public only learned of the catastrophe in the afternoon papers and the shock was terrible. The strongest means are demanded to remove the causes of the disaster. Ministers are now described as a Government for saving the revolution. They have unlimited powers, though the Socialist Ministers are bound to report to the executive of the Council at least twice weekly. The vacant seats in the Ministry have been filled by. non-Socialists, and the Government is now composed of five Socialists and five non-Socialists (including MM. Nekrasoff, Tereschenko, Vladimiroloff, Godneff. The death penalty has been re-established in the army. M. Kerensky is returning from the front. COMMISSION OF INQUIRY. (Received This Day, 11 a.m.) PETROGRAD, July 25. The Government has appointed a representative commission to inquire into the recent disorders.
