SANCTION TO BORROW. WORK BY CONTRACT. At the monthly meeting of the Borough Council on Thursday evening the chairman, Local Government Loans Board, advised that it had sanctioned the borrowing by the council of £24,500 in connection with the proposed extensions to the borough sewerage, the loan to be for a period/of 36{? years a; 52 per cent; also the sanctioning of £SOOO loan for the purpose of making advances for private installations. •

The term of the latter loan is live years at 5f per cent.

The board further (advised it had been informed by the Health Department that the arrangements made in regard to the disposal of the sludge are satisfactory. The Mayor said it was very satisfactory that the plans and specifications had gone through with a minimum of trouble, while Cr Care remarked that the low rate of interest upon which the loan was to be raised, if sanctioned, was equally satisfactory and would go a long way with the ratepayers in their decision at the poll. Arising out of a communication from a pipe manufacturing concern, it was decided that the Works Committee go to Auckland and inspect the product of pipe-making companies. Work by Contract.

The council briefly discussed the calling of tenders, in the event of the sewerage proposals being approved by the ratepayers. Cr Care said he had carefully considered the matter and was of opinion that the calling of tenders would be preferable to doing the work by day labour. However, he thought that every provision should be made to enable local labour to be employed. He thought separate tenders should be called for the septic tanks and for the laying of the pipes and trench digging.

On the motion of Cr Care and the Mayor it was resolved that the work be done by contract, with the stipulation that local labour be employed as far as possible. In reply to Cr Bell the Mayor said the local borough engineer would supervise the work. Cr Care said the clerk had raised the question that the stipulation in regard to local labour might occasion difficulties, but he did not think so. A contractor would soon Know the type of labour he had on the job. Crs Care and Moore were agreed that they should not endeavour to tie the hands of successful tenderers.

The engineer was in favour of separate tenders being invited for the septic tanks, the laying of the pipes, and digging of pipe trenches.

On the motion of Crs Care and the Mayor it was resolved that separate tenders be called for the septic tanks, and the supplying and laying of the pipes, the contractors to supply all materials.

It was decided that the class of pipes to be used be subject to alternative tenders and that the decision be left to the Works Committee.
