BALKAN CRISIS.

The following sensational cable appeared in the San Francisco Call of April 15 : Cologse, April 14.—A Constant!" nople despatch to the Cologne Gazette says it is rumoured iu unprejudiced circles that a massacre similar to that known as the ' Sicilian Vespers ' is ing over all Bulgarians in Constantinople. Barracks and all public buildices are closely guarded. Military attaches of the foreign legations and embassies have left or are leaving for the interior. The object of their trip is unknown. [The ' Sicilian Vespers ' was the name given to the massacre of the Fieneh in Sicily ou the day after Easter, March 30,1282, ihe signal for the commencement of which was the first stroke of the vesper bell. It is only fair to add that subsequent events prove that such a massacre was at least not sa near at hand as this cable would lead one to suppose.]
