Paveloff, the Russian Ambassador in Pckiu, in his recent protest against the Hongkong aud Shanghai Bank loan to the Chinese Government for railway extension, declared that the loan must not be granted under any circumstances. London, Juno 26. Reuter's Pekin correspondent states that some difficulty has arisen in connection with the negotiations between tho French and Belgian Ambassadors and tho Chinese Government for a right to construct a railway connecting Pekin with Langkan, in the Yang-tse-Kiang Yalley. China refuses to concede the Belgian demands, urging that if she yielded it would place the great trunk line under the influence of Prance and Russia, a result which would be inimical to Great Britain.
