DISCUSSION AT KAWAGOE. SOME HOPE OF SETTLEMENT. NANKING, October 5. Mr. Kuwashima, a special envoy from Tokio, has arrived with secret instructions to the Japanese Ambassador in Kawagoe. General Chiang Kai-shek, head of the Nationalist Government, will consult the Executive Council to-morrow and then will open discussions at Kawagoe which are hoped to lead to a settlement of the Sino-Japan-cse dispute.
