“TIMES” ON THE GERMAN PLEBISCITE FAILURE TO ACHIEVE OBJECT AIMED AT. STRIKING NEGATIVE VOTE. x (Received Tuesday, 7.10 p.m.) LONDON, August 20. “The Times,” in a leader, says the German plebiscite’s main object, namely that of impressing foreign countries with the national unity attained under Hitler, was not achieved. On the contrary, the most striking feature is the courageous negative vote.
