FAMINE CONDITIONS.

CHINESE REGIONS AFFECTED.

RESIDENTS SEEKING SAFETY,

• PEKIN, July 15. A recurrence of famine conditions in lmportant agricultural regions of 'ChiiteU due to both flood and drought is foreshadowed by despatches reaching Pekin from the Kiangsu, Shantung, Honan, Shensi, Hupeh and Kwangtung Provinces. The Yellow; River is also running bank-high, * causing thousands to flee for safety, while the Yangtze is already overflowing. Further north Harbin is threatened with worse floods than in 1932, when the whole city was inundated.
