REPORTED RESTORATION" OF ORDER. CHANGE IN FOREIGN POLICY. (Received Tuesday, 7.10 p.m.) * VIENNA, February 13. Firing broke out again in the Viennanine last night. Police squads equipped with machine guns were rushed to the suburbs, while armed police and civilians sworn in as special constables and carrying bayonets, and also a Heimwehr patrol in the Ringstrasse, challenge all pedestrians and fire if they are not immediately answered. The night’s fiercest battle in the capital occurred during raids on Workers’ flats. A censorship prevents details being known. As dusk fell,

shooting broke out in the working class suburbs, but the latest elaim by telephone from Vienna is that the Government has restored order. Cabinet probably will dissolve the Socialist Party and reform the trade unions, transferring their forces to the ranks of the loyalists. There is a change in thd international situation and the foreign policy of the Government. An official telephoning said the Government with a united front probably would withdraw the appeal to the League and invoke the Four Power Pact to settle the dispute with Germany. SOCIALIST STRONGHOLDS. BLOWN UP BY POLICE. (Received Tuesday, 7.45 p.m.) VIENNA, February 13. The police at 5 a.m. blew up three buildings in the Ottakring district, where Socialists were manning machine guns. The number of deaths is unknown.
