GOVERNMENT SECURES FULL POWtfcS. MEASURES AGAINST CIVIL DISOBEDIENCE. NO OVERTURES TO GANDHI. (Received Sunday, 0.30 p.m.) DELHI, December 16. With the Legislative Assembly passing an Ordiuam.* Bill to cop* with civil disobedience, the Government is tow luuy armed with powers sufficient to pievent the country being thrown again into turmoil while the new Constitution is being made. The Government's firm policy has put new heart into the Moderates, who are likely to give a good account of themselves in the elections under the new Constitution. Few Indian politicians believe tlurr th® Congress Party will repeat the mistake of 1921 and boycott the first elections. There is no truth in rumours that the Government of India has boon making peace overtures to Mr. Gandhi.
