REFORM IN GERMANY.
NEW LAW TO PROTECT REPUBLIC. SOME DRASTIC PENALTIES REVOKED. (Received This Day, 0.28 a.m.) BERLIN, December 18. Cabinet has agreed on the main provisions of a new Act for the protection of the Republic, replacing the law which expiree on December 31. The new measure rescinds several drastic penalties, especially affecting terrorism and liberty of the Press, although General Schleicher emphasised that he would deal drastically with excesses.
