POSITION OF PHILIPPINE ISLANDS. LENGTH OF TRANSITION PERIOD. FREE AFTER EIGHT YEARS. WASHINGTON, December 14. The Senate on Wednesday rejected the proposal to free the Philippine Islands in five years and preceded to consider plans for a longer transition period. The vote was 38 to 37. The Senate later approved a proposal to free the Philippines in eight years, the voting being 40 to 38. Senator Bulow (Democrat), South Dakota, moved the reconsideration of the vote. The final vote on the Bill as a whole has yet to be taken. After that differences with the House has to be reconciled before it goes to the President.
