STARVING REFUGEES.
CAMPAIGN FOR RELIEF. (Received Sunday, 5.5 p.m.) TOKIO, August 27. Prince Tokugawa is heading a committee organised throughout the nation to raise funds for the relief of two million starving refugees, as the result of floods in Northern Manchuria, where an epidemic of cholera has added to the horrors of the stricken population.
