(Received Sunday, 5 5 p.m.) LONDON, August 9. The “Daily Mail’s” correspondent at Nairobi that Hert Speiser, the German Consul at Tanga, has issued an official statement regarding the goose-stepping incident when thirty sailors from the Karlsruhe were ordered to march past a hotel because the ship’s officers thought the ceremonial would please their German hosts. He was surprised when the Provincial Commissioner ordered the closing of the hotel bar on the ground that the march past was a military display which could be regarded as a form of propaganda among the Natives. . Herr Speiser called on tho Commissioner next morning and explained that no military display was in any way intended. Tho explanation was accepted. Next day he heard rumours concerning his speech and he revisited the Commissioner and protested against childish misrepresentation and a mischievous distortion of his remarks.
