The Commissioner of Crown Lands thoroughly deserves the rebuke which was administered to him by the clerk to the Masterton County Council for the dilatory manner in which the Board dealt with the matter of rates owing on soldiers’ sections at Ngahape. In transmitting the rate demands on. February .16 Mr Hanna specially requested that they should bo dealt with early enough to save the soldiers the penalty of 10 per cent which is imposed for rates overdue. Yet in face of this request no reply was received at - all until March 3,

when the impost was already incurred, and then it was to say that the demands required countersigning by the soldiers before they could be paid. Under the law the County Council has nc power now to remit the 10 per cent even in the case of struggling soldier settlers, and the public will probably concur in the opinion that the Board, by its neglect to act with ordinary business promptitude, has inflicted a needless expense on the soldiers. The Board certainly wants shaking up.
