LEAGUE OF NATIONS.
MEETING OF ASSEMBLY. NON-PBRMANENT MEMBERS. (By Electric Telegraph.—Copyright.) (Australian-N.Z. Cable Association.) Received Last Night, 5.5 o'clock. GENEVA, Dec. 12. The Assembly spent over two hours in discussing whether it was a question of procedure or an amendment of the Covenant for the First Commission to recommend the method of electing non-permanent members of the Council. Senator Milieu (Australia) objected t.'i fixation of the period, thus tying the hands of the succeeding Assembly. Mr Wellington Koo (China), reporter of tlie Committee, contended that as tbe period was limited it could ultimately be altered by some future assemblage. Tt was not an attempt to amend the Covenant. Finally a compromise was arrived at, by which members are elected for a year, and the Committee's recommendation was sent to the Committee on the Covenant Amendments, Tor consideration.

Many Republicans intend to urgo Mr Harding to initiate separate peace negotiations and commercial treaties with Germany and Austria as soon as he is inaugurated. A. member of the Foreign Relations Committee declares that Europe proposes to monopolise the former German cables, excluding the United States, and to bar Americans from the natural coal, oil. and mineral resources of tho world, and to discriminate against American business men. He also states that some foreign countries are attempting to break up America's effort'to run a successful mercantile marine.
