The New Government.

ADHERES TO REPUBLIC.

(By Electric Telegraph.—Copyright.) (Australian-N.Z. Gable Association.) Received Last Night, 8.5 o'clock. BERLIN, March 17. The new Chancellor informed British newspaper correspondents that ho believed the Germans preferred a Republic. Tho new Government entertained Monarchical views, but would support tho Constitution. The Government would not re-intro-duce compulsory enlistment. It •wanted peace at home and abroad. The right wing of the old National Liberals have decided' to support the new Government, in view of its promise, to tyold. the elections within two months. Dr. Kapp.'s efforts to induce the Independent Socialists to participate in tho Government have proved fruitless.

THE PEOPLE PUZZLED. Received Last Night, 8.5 o'clock. ' LONDON, March 16. Tho ending of the German coup d 'etat has astonished and puzzled diplomatic circles. , Apparently neither party was able to arouse enthusiasm in the general body of the people,, whose attitude was one of utter lassitude and apathy. The new Government • was also 'embarrassed by the lack of support from experienced politicians, and the fact that the Independent Socialists are leading the general strike movement, and forming Labour Councils throughout the country, particularly in the Essen region, and Srlesia. The Independent Socialists generally are opposed to both Dr. Kapp and Herr Ebert, which perhaps is the most potent argument for the extraordinary alliance of revolutionaries and counterrevolutionaries. A compromise is a good - bargain for Dr. Kapp's party, as government by experts means government by bureaucrats.
