The military authorities consider* that, a further offensive by General Yudenitch in the winter i 3 impossible. He has already lost half Ms forces, Which were composed of Bolshevik deserters, many of whom have now returned to the enemy's ranks.

Advices received state that tho Esthonirins, Letts, Lithuanians, Polos, and Finns are conferring at Dorpat on the question of the advisability of negotiating for an armistice with the Bolsheviks.

It is suggested that an alliance of the border States would afford a means of settling the Russian problom.
