BASIS OF TAXATION.
In replying to a deputation which united upon him in Wellington on 'Wednesday, Sir Joseph Ward stated that lid would be jdad if it were possible to placo all the taxation on a broad basin. It is, of course, not possible to effectually do so now, because the Government has allowed so much of the war profits to go into private pockets. But it i snot too late to devise a scheme for the future which would result in something approaching equity. Let the Government do away "with all other forms of taxation and introduce a graduated income tax, making _ reasonable exemptions for those having family obligations. By this means they would derive the revenue from those best able to pay, and would remove tli" anomalies of the present inequitable system. The absurdity of the existing system is that it makes some neople pay more than they can. afford, it relieves others of the burden they "should properly boar.'
