RADICAL CHANGE ADVOCATED. (Received Last Niuht, 11.20 o'clock.) LONDON, Nov. 1. .. Lord Sydenham, in a letter to the "Times," says: —"What wo have failed in is a superior direction cf the war. If we are to deserve confidence at Home juid overseas, our methods must be radically changed. The Empire looks to Mr Asquith for an assliranco that a system which JuiiS plainly failed will be abandoned, and such mistakes rendered impossible in future!'"
