GERMAN SOVEREIGNITY.
NOT RECOGNISED BY ARGENTINA. (Received Last Night, 9.50 o'clock.) WASHINGTON, December 28. Germany's efforts to induce Argentina to recognise German sovereignity in 13olg : um have completely failed. Tin's is in accordance with the decision of a conference of Latin American diplomats at Washington, which Mr W. J. Bryan attended, pledging all American countries to preserve the strictest neutrality throughout the European struggle.
