Of course, we shall be told that the percentage of expenditure compared with revenue is higher this year than it was last, and this will be interpreted as Reform mismanagement and extravagance. Government critics make no allowance whatever for the incroa<Kv=> of pay to railway servants, nor do they givo credit to the Minister for his efforts to put the rolling sock into something like decent order. When the present Government assumed office the rolling stock was in a disgraceful condition, and it will take asme years to bring it up to the proper standard.
