The Senate defeated the amendment to the Arbitration Treaties Bill, which were designed to exclude arbitration on tno Panama tolls, Asiatic immigration, and other questions. The majority exceeded twothirds. 'Hie, Administration considers that the result marks the end of the controversy over the ' United States foreign policy, and assures the ratification of the treaties with Britain and other nations, which expired a year ago.
