ELECTORAL REFORM.
The assurance given by the Prime Minister on Tuesday night* that a measure will be introduced this session with a, view to repealing the' Second. Ballot Act will be received with satisfaction. The Opposition ks very anxious to know wliat is ed to be substituted for this extravagant piece of "Liberal" bungling. It' would like something that would brighten its prospects ut the. polls. The Government, however, may be expected 'to .suit Itself in the matter. If it cannot discover a system that will work smoothly and economically, it will probably revert to the original order of things. It is an "axiom in politics, as in other walks of life, that of two evils it is desirable to choose the lesser. The Opposition will have difficulty" in showing that the Second Ballot is superior to the old system of majority election.
