ft is, perhaps, unreasonable to expect the Minister of Education to bring down a comprehensive Education Bill this session, though, had the Hon. James Allen, or the Minister for the time being, thoroughly studied the report of the Education Commission, he would have been in a position to frame the desired legislation. In view of the position as l it appears today,it is eminently*desirable that the Minister should call to his assistance some of the most prominent educationalists of the Dominion. If the administration of the Agricultural Department requires the assistance of an Advisory Board, the reorganising of the system of education, and the placing of it in a satisfactory condition calls for similar assistance. The
setting ffp of a Council of Education wduld, we believe, produce excellent results, both-from the point of view of "economy and efficiency. The country is not receiving anything like value for the money that is at present expended on education.
