The Salvation Army Congress, which wa s formally opened last night, spent to-day in discussing routine matters concerning the organisation of the Army in New Zealand. Various proposals were outlined by Commissioner Richards, and many suggestions relating thereto were received; but no definite decisions are yet announced.
