LAND SETTLEMENT IN WAIRARAPA.
The speech made in the 'Legislative Council yesterday by the Hon. W. W. MnCardle, one.of'tine pioneer settlers of Masterton, makes interesting reading. It. shows how the deferred payment system, for which Mr Richard Brown, was primarily responsible, had been advocated as far back a,s> 1877. Old identities will remember that it wa<s under this .system that the Bush was first opened up. Some of the most successful settlements around Pahiatua were takein up under what was known as the deferred payment system. To-day", when Parliament is looking about for a solution of the land problem, it might do v worse than revert to the successful system, formulated in Masterton an 1877. ]
