COMPENSATION TO TURKEY
A DEFINITE OFFER. Received December 23, 8.20 a.m. LONDON, December 22. Reuter's Constantinople agency reports that the Marquis Pallavicim, Austrian Ambassador to the Porte, has submitted to the Grand Vizier concrete proposals indicating Austria's willingness to agree to an increase of customs duties to 15 per cent. Some compensation is also offered on account of Bosnia's and Herzegovina's share of the Ottoman public debt, to the extent of four mill ion pounds. If. Turkey persists, Austria will prefer counter-claims arising out of expenditure over Bosnia and Herzegovina and Novibazar amounting to twenty million crowns. A RUSSIAN VIEW. Received December 23, 8.10 a.m. ST. PETERSBURG, Dec. 22. M. Isovoisky, Russian Foreign Minister, favours some form of automony for Bosnia and Herzegovina, as safeguarding the interests of all concerned. THE SULTAN'S SPEE.CH. BULGARIA OBJECTS TO A PASSAGE. Received December 23, 10.35 p.m. SOFJA, December 23. Bulgaria has addressed a Note to the Powers dealing with the speech delivered by the Sultan of Turkey at the opening of the Turkish Parlia> mtnfc. The Sultan, in the course of his spaech, said he profoundly regretted the surprising action of Bulgaria, who seized the Oriental railway snd declined liev independence. This passage of the speech is taken exceDiiorl to by Bulgaria, and is described as an insult to Bulgaria and Kin'rf Ferdinand. Fresh tension is feared.
