•ST.'PETERSBURG, Nov. 29. ■.Vladimir' Ouloff, son of a captain ■who.was a friend of General Kaulbars, was hanged at Odessa for armed robbery and shooting police in the streets. A scar:h of his room at his parents', residence revealed a bomb intended:for General Kaulbars'next A MINISTERIAL DECLARATION. "AUTOCRACY TfTE SUPREME POWER." Received December 1, 4.15 p m. ST. PETERSBURG, Nov. 30. M. Stolypin, the Premier, read to the Duma the Ministerial declaration carefully avoiding the word "Constitution" and declaring that autocracy was the supreme power. The Czar would resort to that power whenever Russia's safety demanded, said M. StolyDin, instancing the electoral law of June 16th and the present need of further repression of a revolutionary Government. The newspapers severely comment • on the declaration.
