Received October 20, 4.10 p.m. LONDON, October 19. The Times says that The Hague Conference has been a sham. It has i done little good, but considerable mischief. Its chief value has been as a warning against the besetting folly of the hour of pandering to sentiment merely because it is popular regardless of the inevitable consequences. The Times hopes that the Government will refrain from ratifying either the Prize Court or any other project until it is satisfied that England's position will not compromise her and that her power will be kept intact. THE FINAL ACT. l THE HAGUE, October 18. The plenary sitting of The Hague Conference voted its acte finale, enumerating thirteen conventions and one dtclaration, which, in the form of separate acts, will be submitted to the States for signature. The direction in which it is desirable that the Powers should work in order to achieve important aims which were partly discussed .by the Conference without definite results ,is indicated.
