THE SOCIALIST CONGRESS.
Received August 27, 12.30 a.m. BERLIN, August 26. The Socialist Congress at Stuttgart, with a view to showing a united front, adopted by acclamation, without discussion, the sub-committee's resolution on militarism, combining the German and French resolutions. It proposed the establishment of a citizen miiitia and the employment of arbitration in settling disputes. A sensation was caused by M. Herve opposing the adoption of the resolution without dis ursion. He demanded the assurance that the German Social Democrats agreed with the resolution, not with Herr Bebel's and M. Vollmar's views, as expressed in committee, M. Vandervelde explained that they agreed with the combination of resolutions.
