THE CONGO FREE STATE.
Received June 13, 9 a.m. LONDON, June 12. The Times and the Frenob journal Debats declare that King Leopold's denial of the right of the signatory Powers to intervene in the Congo territory is untenable. The Times warns King Leopold to show an appreciation of nis responsibilities.
